From what I could gather, it seems that you are reading the imprint upside down. The correct imprint is actually listed as "93 8161". But to answer your question, yes, it is a generic version of Seroquel, containing 25mgs of Quetiapine fumarate.

This medication is an atypical antipsychotic indicated for the treatment of schizophrenia, bipolar disorder, as well as depressive disorders.
