No, the FDA classifies Hydroxyzine as an antihistamine. It just tends to have sedative like effects, so it's been found to very helpful for sedating people and easing anxiety, without being habit forming.

Its typical side effects may include dizziness, drowsiness, dry mouth and somnolence.
