You don't have 12 bones in your skull, the skull is the bone and it's just one.
Did you mean you broke it in 12 places? Or had 12 fractures?
I am sorry you are suffering though and I hope you find a solution soon.
Given the large area that you're in, the best suggestion I can make would be to contact your local hospitals. There are many excellent ones in that area and most of them have large pain management clinics that the are affiliated with.
The ones through the universities are usually even cheaper, if you don't have insurance, because you may be treated by a student doctors, whose work is just overseen by the doctor that's the head of their department.
