Yes, Hydrocholorothiazide is a diuretic used to treat high blood pressure and edema.

It is available in India, but the brand name varies and most of what I am finding also contain another blood pressure medication, as well.

One is Amiloride+HCTZ, another is Amilochlor and Angizaar-H, as well as several others.
