From what I've read, a number of clinics over the years have offered stem cell treatments for COPD, but these treatments can end up being pretty expensive and it seems to be unclear as to how well they really work.
However, I did come across a number of studies on clinicaltrials.gov that you may want to have a look at via the links below. Perhaps some of the studies can help offer some insight on the effectiveness of this treatment:
