Is MOVA 500 a prescription drug? I have arthritis of the spine and wonder if this is better then taking prescription pain killers?

This contains 500mgs of Naproxen and no, it is not a dosage that is available over the counter. It is a nonsteroidal anti-inflammatory, that is used to treat pain, swelling and fever.
When it comes to taking any type of pain killer, there aren't really any that are better/safer than any other. They all carry risks, even the over the counter products.
Side effects for this one can include: nausea, headache, drowsiness and stomach irritation.
