From what I could gather, Tylenol 3 is composed of two analgesic or pain-relieving drugs: acetaminophen + codeine. Inactive ingredients complete the composition of this medication.
So to better answer your question, hydrocodone is not the same, nor is it even contained in this medication.
You might be thinking of norco or lortab, which contain a similar combination of acetaminophen + hydrocodone.
Both medications are used for pain relief, but I'd consider hydrocodone to be much more potent than codeine from my own experience.
