Heart Filure

My farther is 89 and already diagnosed with heart failure. Congestive Heart Failure. From my poor knowledge this might be Diastolic heart failure as he has fluid accumulation in the feet, ankles and legs.
This was initially controlled by lasix,, Aldactone and angizaar/Lorsatum then the fluid was lost but legs remain with stiff muscles.

Then later prednisolone was introduced and now he is too weak to walk.

Is this combination of drug correct? How can we help him to relieve the problem of stiff muscles?
