Is this something kids are using recreationally? I've heard all about many other pills that kids are using but never heard of this one.

No, I am not aware of any recreational use for this, it's just 10mgs of Ketorolac, which is an NSAID, as you saw. Typical side effects might include nausea, dizziness, headache, increased risk of bleeding and stomach irritation.
However, is there a chance that your son doesn't know what it is? Someone might have given it to him and claimed it was something else. A kid unfamiliar with medications isn't going to know that it isn't what the person claimed.
