Emphysema From Smoking

My Dad had COPD and died from having emphysema. I was shocked to find out that the Army supplied free cigarettes to these young recruits in the 1950's . Have there been any legal implications in this regard ?

I have since found out that because my Dad was 17 when he joined up that he was a minor , which means the military were responsible for his welfare and therefore this may be classed as Service Connected COPD Has anyone else come across a similar situation .
