Hello, Scott! How are you?
Tussigon does require a prescription, but most pharmacies should have it, if your veterinarian has written one for you. However, if your pharmacy doesn't have it, then your veterinarian most likely will, since they prescribe it frequently.
One of the active ingredients in it is Hydrocodone, which is a narcotic and that's why it requires a prescription. Side effects for dogs can be similar to those in humans and may include nausea, drowsiness and constipation.
Is there anything else I can help with?
