If you still get a period, this would actually be considered your perimenopausal time of life, you aren't considered menopausal until you haven't had one for 12 consecutive months.
And yes, taking the break from the hormones would allow those in your body enough time to get off balance, again….and that's what's creating your symptoms.
Breast tenderness can be caused by elevated estrogen levels in ratio to progesterone, it may be due to a lack of iodine, breast cysts or fibrocystic breasts in general…..everything except the iodine deficiency can be caused be elevated estrogen levels.
When was your last mammogram and breast exam?
