Husband has been on Xarelto for a least two months. He has had a steady flow of very bloody urine, which the doctor is not concerned about for over 6 months. Last night and today he has no blood in the Urine, and goes very little. He has Retroperitoneal Fibrosis of the Ureter, Kidney, and Bladder. This is odd to us that all of a sudden the bleeding has stopped.

I would suggest speaking to a urologist, rather than a general practitioner. A doctor should be concerned about any unusual bleeding, when he is on a medication like this, it shouldn't be ignored or brushed off.
The fact that he's going very little, now, could also signify a problem and this needs to be checked out, as soon as possible.
Is he on any other medications?
