Neither one is just the Pseudoephedrine, the ingredients are equally dispersed throughout the entire tablet. The different colors is just something that manufactured decided to do to emphasize the ingredients and how their medication is supposed to work.

Side effects to Allegra-D may include nausea, dizziness, headache, irritability and elevated blood pressure. This medication is used to treat allergy symptoms.
