Sorry to hear about your experience at the ER. Based on my research, C-pack breathing treatment may be referring to CPAP breathing devices that are commonly used to help treat breathing disorders; typically sleep apnea. If you run a search on google images for "cpap machines" you'll get an idea of what they look like. However, I suppose the only way to find out why they did what they did at the ER is to contact them directly...
