That would normally mean that you can take up to 4 pills a day, but you should check with your doctor or pharmacist to be certain.

On the quantity, there is no specific amount that your doctor has to prescribe. There is a maximum that they can't exceed, but if they're expecting you to not always need 4 tablets a day, then they don't have to prescribe that many, they could just prescribe 30 or 60, if they feel it's appropriate.
