No, medications tend to degrade with time and slowly lose effectiveness as they age. Being 11 years expired, you should dispose of them and he should see his doctor for a new prescription. Taking them would create the risk of his developing antibiotic resistant bacteria.
The FDA lists the most common side effects of antibiotics as possibly including nausea, dizziness, headache, non-allergic skin rash and diarrhea.
