Giving any cough and cold medication to an infant under 2 years of age is not recommended, the FDA just issued a warning on this. They have not been proven safe or effective in infants.

The FDA are mostly referring to drug based pharmaceutical agents. Prospan an Ivy Leaf based cough formula was developed by German reseachers over ten years ago and the safety data strongly indicates it is safe for all ages. I would give it to an under two year old, as long as the cough has been checked by a doctor to be nothing sinister.
