You're just seeing the outer shell. Potassium, especially in this high of a dose, can be very harsh on your stomach, so these tablets are coated to help protect your stomach and to slowly release the potassium over time to try to prevent the stomach pain and severe nausea that it may cause otherwise. (Those are the FDA reported side effects.)
