Medicine For Cold/clogged Nose

I have a clogged nose and feel like I am underwater with regards to my hearing. What medicine should I take to relief the congestion?

I have a severe head cold and can not breathe through my nose. My pharmacist told me I could not take a decongestant with my ramipril. Do you know what I can take to help me sleep?
