Due to the potential abuse factor and since Pseudoephedrine can be used to manufacture Meth, everyone can only purchase a small, limited quantity of it each month. They must sign for it and show identification at the pharmacy.

And yes, it is a federal thing, so it applies to all states and your purchases are recorded in a central database kept by the government.
