It depends on the situation.
For instance, if you were going to your regular doctor and received a prescription for 10mg Oxycodone tablets, then also went to another doctor and got another prescription for the same thing, it would be considered doctor hopping and is illegal.
However, if you were prescribed something by your regular doctor and went to the ER due to some problem and received a prescription for something else, to make you comfortable, until you can see your doctor, then that wouldn't be. Or if your GP prescribed something mild for a few days, until you got into pain management and then that new doctor prescribes something different.
But if you were deliberately doing it to get more pain medications, without letting either doctor know that you've seen the other, then that would be an issue.
Many pain management doctors also require contracts in which you agree not to see a different doctor and/or get pain medications anywhere else. If you do, then it's breach of contract and you can be dropped as a patient.
This is a narcotic analgesic, so it has the potential to be habit forming and may cause side effects, such as nausea, dizziness, drowsiness, dry mouth and constipation.
These are just some examples to give you an idea of what is and isn't acceptable.
