The 15mg dosage would be stronger, since you'd be getting a higher amount.

However, from the information in your post. how they work for someone may be different, because of the difference in the formulation.

Oxycontin is a time released formulation that is designed to slowly release that 15mgs over a period of 12 hours.

The other would be a regular release formulation that releases all of the medication, at once, within 15 to 20 minutes of taking it.
