There is some risk associated with taking any artificial hormones, such as this, but as to what they were talking about, they most likely meant the ones with high doses of estrogens, or people taking estrogen by itself.
The risk is much lower in these types, because they contain both an estrogen and a form of progesterone, and the latter helps oppose the estrogen to prevent some of its negative health effects.
For restarting, you'd need to take them for a full 7 days, before you will be protected from pregnancy.
