After two years on oxycodone 10mg 4x daily withdrawal between doses was getting unbearable so doc switched me to morphine ER 15mg 2x daily with oxycodone 5 mg for breakthrough pain. I just started today. I took the pill at about noon and now it is 7pm and I feel withdrawal symptoms. I want to know if it is common for morphine ER to not last a full 12 hours as advertised.

The issue here might be due to the fact that Morphine is not as strong as Oxycodone, each 15mgs of Morphine is equivalent to 10mgs of Oxycodone, Thus, your dosage has not actually be changed, or increased.
The FDA warns that these medications carry the risk of being habit forming and may cause side effects, such as nausea, dizziness, headache, dry mouth, and constipation.
