No, Penicillin is actually derived from mold. It's classified by the FDA as an antibiotic and its typical side effects may possibly include nausea, dizziness, headache, non-allergic skin rash and diarrhea.
However, horse chestnut is just classified as a supplement and other than being known to cause some blood thinning, it has no actual proven therapeutic use.
