Liquid penicillin - The date on it is 04-2015. My throat is almost swollen shut. Can I give my self a shot of this? My insurance is not effective until april. I also have runny nose, fever etc.

But no, you should not use any expired liquid medications, they tend to go bad faster than other formulations and not only do they lose effectiveness, but they could actually make you ill if you used them.
The FDA lists the typical side effects of antibiotics as possibly including nausea, dizziness, headache, non-allergic skin rash and diarrhea.
It would be best to see your doctor or go to your nearest urgent care.
