Why is diclofenac 50 mg in tablet form while diclofenac 75 mg is in capsule form?

No specific reason, it is up to the manufacturer and the way they formulate their medication.

The NIH lists the typical side effects of this medication as possibly including nausea, dizziness, headache, increased risk of bleeding, and stomach irritation.
