I'm sorry, but I am not quite certain what you mean, clear liquid what? Are they gelcaps?

The 10102 means nothing, such control or lot numbers are usually just internal to the individual manufacturer and are not universal to denote what they contain.

Was this found/obtained in the U.S. or elsewhere?
