Is it fine to use that ointment for a small itchy pimple on my face?

No, that would be something intended for use in your eye and improper use may actually worsen your problem, as listed by the FDA.

Pimples aren't usually itchy. Is there a chance that it's a hive or a bug bite? What does it look like?
