It isn't a law, so to speak, but new regulatory guidelines for it were put in place to try to curb over prescribing and improper prescribing of controlled substances. Under these regulations, GPs are strongly discouraged from prescribing them at threat of losing their license, fines and jail time. They are told to instruct patients to see specialists if they require such medications on a long-term ongoing basis.
This is a narcotic analgesic, so it has the potential to be habit forming and may cause side effects, such as nausea, dizziness, drowsiness, dry mouth and constipation.
