No, you should never use anything in or around the eyes that isn't intended to be used that way. Products that may get into the eye need to be sterile, otherwise you create the risk of infection, or blindness if they don't contain substances that are safe for the eye.
The FDA lists the typical side effects of this ointment as possibly including skin redness, irritation, dryness and itching.
