Yes, any doctor that has a license to prescribe medications can prescribe it for pain, the only restriction is when it's being prescribed for drug addiction.
However, many will not do so, because it carries a very high risk of being habit forming, as warned by the FDA and may cause side effects, such as nausea, dizziness, drowsiness, dry mouth and constipation.
