Yes, that is what it means. Since it's a PRN, the pharmacy is basically not expecting you to take them completely regularly, so they think you should get another couple of days out of each bottle. It isn't their decision though, it is the government that does this.
If you do require them regularly, then you should speak to your doctor about writing it without the PRN.
