Based on what's been going on lately in the pharmaceutical world, my guess is that most of the rudimentary doctors have become reluctant to "over-prescribe" narcotics, because they fear that they will loose their licenses upon doing so.
The same thing appears to be happening in parts of Florida.
Does anyone have some extra insight on this?
You are spot on, this is true in all 50 states, and,intensified with the so-called, "OxyContin Express"
Unfortunately, out of state patients, driving from West Virginia, Tennessee, and Kentucky especially, to Dade,
Broward, and Palm Beach Counties in South Fla, about 3 years ago, before, Florida passed legislation, to join the Prescription Monitoring Program. Multiple arrests of M.D.'s in Fla, as well, as all over the USA, have had their medical license revoked, or suspended, due to overprescribing, usually any form of Oxycodone,
especially along with Alprazolam, or Diazepam. The attention, was drawn especially by DAWN, a agency, that monitors, hospital ER visits, and, overdose deaths, due to especially the drug containing Oxycodone.
The Veteran's Administration, has aggressively, tightened the rules, on prescriptions for even Percocet.
Urine testing, has increased, prescriptions for Clonazepam, and Alprazolam, has leveled off with the VA, and, in my state, if one if caught with "dirty urine" a mandatory inpatient, or out patient, program is now demanded on all VA patients, caught, with dirty urine on multiple screen tests for a variety of meds. This has even affected the Dentistry field, as more and more prescriptions, in 2011, were downgraded from, Percocet, Percodan, Roxicodone, and OxyContin, to
at best, 7.5/750 hydro, or 10/325 hydrocodone, not a
Schedule II, but a Schedule III. Klonopin and Xanax, is
even harder to get from the Veterans Administration,
since last year, except for extreme cases of PTSD.
Comparing the top 200 generic prescription drugs, from calender year 2008 to calender year 2010, the below drugs have slipped in the total of dispensed
prescriptions:

Yup it's awful, providers are scared to rx anything sched 2 and hydrocodone 5mg just became a schedule 2. So even a low dose Vicoden for some period cramps is a schedule 2 and docs don't want to write it. There is also a database which monitors how many schedule 2 drugs a person has filled that a provider can access at any time.
