Those abbreviations stand for Diclofenac, Lidocaine and Pentoxifyline. This is used for topical pain relief and improvement of blood flow, but such medications are only available by prescription in the U.S.
You may need to go to a compounding pharmacy to have it specially made for you.
The FDA lists its typical side effects as possibly including headache, skin irritation, redness, itching and rash.
