Nothing actually, they are just something the manufacturer decided to do to the tablets. The way they look is entirely up to their whit and whim, as long as whatever fillers and coloring they use are on the approved list of FDA inactive ingredients.

There is one manufacturer that uses the colored specks in their name brand tablets, but most of the generics you will see are a solid color.
