From what I could gather, "HCL" is the chemically abbreviated form of Hydrochloride. It is basically the way that the medications are put into solid form.
Many liquid or oral suspension formulas contain HBr, hydrobromide. Some medications also contain Fumarate or Maleate, all of which are mediums to put the substances into or dilute them.
Since HCL is water soluble, the Verapamil that does contain HCL may be more easily absorbed into your system than the one that does not contain any HCL. This is just my theory as I haven't done a lot of research on the topic, but the bit of info I did find suggests it to be so.
