Some people have been known to try to snort anything to try and get a buzz.
However, Clemastine is an antihistamine that's used to treat allergies and it also causes a lot of drowsiness, so it's doubtful that they'd get the effect they are wanting.

And on the same note, no it isn't something that is tested for in a drug test and from what I've found, it hasn't been known to cause false positives.
