If it's In capitals it should b a VA issued Percocet, ,, right?

No, that's just the logo the manufacturer uses, the capital letters have nothing to do with the VA or etc. It stands for Time Cap Labs.

Additionally, this tablet is not Percocet, or a generic for it.

This is actually an over the counter product that is a generic for Excedrin. It contains 250mgs of Acetaminophen, 250mgs of Aspirin and 60mgs of Caffeine. It is most commonly used to treat migraines.

The FDA lists its typical side effects as possibly including nausea, dizziness, irritability, nervousness and insomnia.
