It might be Methadone, some clinics dose that way, they dissolve the tablets in water and usually in bottles just like the one you've described. This is a narcotic analgesic, so it has the potential to be habit forming and may cause side effects, such as nausea, dizziness, drowsiness, dry mouth and constipation.
I can't be certain, of course, so this is just a guess.
Does anyone else have any ideas?
