Personal Lubricant As A Medicine?

personal lubricant is classified and registered under the medical device directive Does this also mean that Personal Lubricant is a medicine?

It isn't that it's an actual medicine, but for people's health and safety, it does need to be regulated. It must be sterile, so it doesn't cause infections or illnesses.
