From a logical point of view, I don't see why anyone would have a bag full of water-filled capsules, mixed in with some oxycodone pills. Then again, people have strange ways of abusing their pain medications. Not sure if it could have anything to do with oxycodone being water soluble or something of the sort, in order to help break down the pill. That is just my theory anyway.
Whereabouts did you end up finding this bag of pills?
