Have you taken her to see a dentist to have this confirmed?
Or perhaps to an ENT specialist?
I have TMJ and have experienced pain in those areas on waking up in the morning, but it wasn't due to the TMJ, it was due to an outer ear infection.
It occurs very easily if one gets water in their ears and you often hear it referred to as swimmer's ear for that reason, though it can happen due to water from showering and bathing, as well.

And on the Meloxicam, I agree, I wouldn't want to start giving it regularly to a teen that young, unless I had confirmation from a specialist that it was due to TMJ and such a medication was necessary.

If the pain is from that, then it would most likely be due to grinding her teeth at night and clenching her jaw, and if that is the case then a medication won't fix it, she needs to be fitted with a mouthguard that will prevent that.
