Both of those are just abbreviations that designate them as being time released products, so there is no real difference.
The CR stands for controlled release and the EC stands for extended control.

It would be much easier if there was just one standardized designation, such as ER or XR, but there isn't. There are several that can be used and the manufacturer is free to use whichever one their whim led them to pick.
