I can't be completely certain, since it's an older tablet, but it might be an early version of Orapred. It's a brand name for the steroid Prednisolone, which is now manufactured by Alliant Pharnaceuticals. They still use the ORA on one side, but have the dosage listed on the other.
The FDA lists its typical side effects as possibly including nausea, dizziness, headache, acne, weight gain and fluid retention. It is commonly used to treat allergic reactions, swelling and immune disorders.
