Ocycontin Vs Opana - Medicare Coverage

One pharmacy states an all out rejection of coverage for OxyContin, referring Opana instead. Another pharmacy requires a PA. How can this be?

I am covered by Medicare Part D, and use WellCare.
Doctor has prescribed OxyContin ER 15mg. 2x daily for severe pain under foot after surgery. As I do not drive, and usually end up walking a good 5 miles per day, the foot is not healing at the "typical" rate, which is requiring atypical treatment.

I assume that these decisions are based on that. One pharmacy may not be aware that it can be covered with prior authorization.
