It has been known to happen, but such occurrences are the reason that the government has made so many crackdowns on prescription drug laws.

I don't know of any place that still does this, most have been shut down. They were usually called 'Pill Mills'.

If you require medications to treat chronic pain, your best and safest bet is to see a pain management specialist that can help you.
