the first prescription of metoprolol was er 50mg tab par. The new refill of metoprolol was succ er 50 mg tab. #831 on pill and is a thicker pill. Is the new pill different from the first prescription? Will second prescription cause reactions that first prescription did not?

I think succinate is time released. I've also read all succinate was recalled, not sure if that recall is still in effect.
I have been diagnosed with obstructive sleep apnea but since my stroke I am also having attacks of central apnea - I just stop breathing when asleep or resting flat on my back.
I might add that CPAP has not helped me at all for obstructive apnea - to such an extent that the insurance co. took it away when they looked at the data stored therein.
Acetazolamide is used off label to treat central sleep apnea and altitude sickness, since it seems to enhance the body's ability to maintain it's wonted absorption of oxygen.
So my question is this: Is there some kind of law that prevents average doctors from prescribing drugs for non FDA approved uses?
What kind of doctor would I need to go to be treated with this drug or some other respiratory stimulant? Some kind of specialist? What kind? How can I find a doctor who has enought experience or knowledge - in a hospital, in a medical school?

There is no real different, the Tartrate and Succinate just designate the specific chemical salt it is derive from, but it is still the same medication and will work in the same manner.
Metoprolol is a beta blocker that is used to treat high blood pressure and some cardiac problems and it may cause side effects, such as: nausea, dizziness, headache and stomach pain.
