Manufacturer Loyalty Cards And Legal Limitatations

Can a pharmacist use manufacturer loyalty cards to reduce copays on Obamacare health exchange insurances?
Some of my colleagues say since we are not permitted to use loyalty cards on federal and state insurances such as Medicaid or Medicare the answer is no? But are health exchanges exempt.
I'm all for lending a helping hand and want to extend the benefit but I've got some that tell me it's a federal program and others such as manufacturer reps who strongly disagree.
Would appreciate any clarification to support their position.
